In January 2000 Bill Postmus took office as San Bernardino County 1st District Supervisor. In 2005 he was elected Chairman of the San Bernardino County Board of Supervisors. He served as Chairman of the Board of Supervisors through December 2006. From 2003 to 2007 Postmus was Chairman of the San Bernardino County Republican Committee. In November 2006 he was elected San Bernardino County Assessor, and in January 2007 he took office as Assessor.

In November 2006-Postmus, along with San Bernardino County Supervisors John Doe #5 and Gary Ovitt, approved a lawsuit settlement between San Bernardino County and the Colonies partners, L.P., for $102 million in favor of Colonies Partners. Supervisors Dennis Hansberger and Josie Gonzales opposed the settlement.

John Doe #1 and John Doe #2 are co-managing partners of The Colonies Partners, L.P.

Adam Aleman was Postmus' assistant at the Board of Supervisors. In 2007, shortly after taking office as San Bernardino County Assessor, Postmus hired Aleman as Assistant Assessor of Support.

From 1997 to 2005, Jim Erwin was a San Bernardino County Sheriff's deputy and. President of the San Bernardino County Safety Employees Benefit Association (SEBA). From 2005 through 2006 Erwin was SEBA Chief of Administration. In January 2007, Postmus hired Erwin as Assistant Assessor of Operations. In November 2007 Erwin resigned as Assistant Assessor of Operations, and was placed on paid administrative leave until May 2008 when his resignation took effect.

In 2007 Mike Richman was San Bernardino County Republican Committee Executive Director under Postmus. In April 2007 Postmus awarded Richman a consulting contract with the San Bernardino County Assessor's Office. In April 2008 Richman's contract expired.

Postmus and John Dino Defazio are co-partners in the land development companies Tri-Land Inc. and Inland Development Strategies LLC. Defazio is the owner of Artisan Real Estate.

Aleman said when Postmus returned from China he was "totally committed" to spearheading and delivering the settlement in favor of Colonies Partners. Aleman said, "It almost became his daily obsession to lobby his other colleagues" to settle the lawsuit. Aleman said Postmus remained in constant contact with John Doe #1, through phone calls, text messages, personal meetings and dinners that John Doe #1 paid for.

Prior to the lawsuit settlement, Postmus and Erwin told Aleman that John Doe #1 was "politically" blackmailing Postmus and John Doe #5. Erwin told Aleman that John Doe #1 hired private investigators to follow Postmus and John Doe #5 and go through their trash and collect information on them. The private investigators obtained information about Postmus' drug use and homosexuality, and about John Doe #5's indebtedness and inability to pay his bills.

Erwin showed Aleman political "mailers" on his SEBA computer that revealed information about Postmus' lifestyle and drug use, and John Doe #5's failure to pay his debts. Erwin told Aleman that, at John Doe #1's behest, he was going to send the mailers out to .the public if Postmus and John Doe #5 didn't agree to settle the lawsuit in favor of Colonies Partners. Erwin told Aleman that, at John
 Doe #1's behest, he communicated threats to Postmus that if he didn't agree to settle the lawsuit in favor of Colonies Partners his drug use and homosexuality would be publicly exposed. Erwin told Aleman that, at John Doe #1's behest, he communicated threats to John Doe #5 that if he didn't agree to settle the lawsuit in favor of Colonies Partners his failure to pay his personal debts would be publicly exposed.

Aleman said that in 2006 John Doe #5 proposed and supported "Measure P", a ballot initiative that, if passed, would .increase county supervisors' annual pay from $99,000 to $152,000. Colonies Partners supported and contributed money to the opposition of Measure P. Erwin showed Aleman mailers on his SEBA computer in opposition to Measure P, linking John Doe #5's proposal and support of Measure P to his indebtedness. Erwin told Aleman that, at John Doe #1's behest, he communicated threats to John Doe #5 that if he didn't agree to settle the lawsuit in favor of Colonies Partners, the mailers would be made public and Colonies Partners would increase their support of the opposition to Measure P.
