This is one of those research projects that turns out to be exactly as you figured going in, a developer hiding their "campaign contribution" under a shell company name. It starts out with a 460 form and some unknown companies giving donations to a Hesperia City Council campaign. In this case its Thurston Smiths 460, but Russ Blewett has the identical set of donations from California Highland Enterprise-California Land Enterprise-California Palms Enterprise and California /Richland Enterprise on his 460, at $500.00 bucks each for a total of $2,000.00 to Smith and Blewett.

The 4 different donations from the same address in Newport Beach caught my eye so I looked them up on the Secretary of State's website. Here's what the 4 different "business's" have in common. They all have someone named Lillian Wen as the agent for service of process, and they are all in Suite 100 at 1000 Dove Street in Newport Beach,Ca.


So who is Lillian Wen at 1000 Dove Street Suite 100 Newport Beach Ca?

It turns out that Lillian Wen is also the Human Resources Executive for Pacific Communities Builder who is also at 1000 Dove Street Suite 100 Newport Beach Ca. So whats with the masking of who is giving the $2000.00 bucks to Smith and Blewett? (Just for fun, Google any of the 4 shell companies and try and find ANY type of business transactions.) I would guess that Pacific Builders has their eyes on Hesperia and it can't hurt to have 2 City Council votes in their pocket before the show begins. They are in Victorville now and looking to expand, so why not Hesperia. Now that they have two "Friends" on the City Council with Smith and Blewett and $4,000.00 in "campaign contributions" in their bank accounts.
